An NSF file is a Notes database, not a plain mailbox. Most tools that open one need a Notes client or a server to hand the file to. This page reads the database format itself: when you pick an .nsf file, your browser walks the record tables, finds every document and shows it, all on your own device.

Notes stores text in its own LMBCS encoding. Subjects, names and bodies in Hangul, kana, Han characters, Cyrillic, Greek and accented Latin read correctly.
A mail file locked with local database encryption cannot be read without its Notes ID. The viewer tells you so, shows what it can still read and explains how to remove the encryption in Notes.

Notes keeps every mail file, archive and address book in the same database format. The online viewer understands all of these.
On a Notes client it sits in the Notes data folder as mail\yourname.nsf or as a local replica of the server copy. On a Domino server, administrators find it under the mail directory.
Archiving in Notes writes a second database, usually archive\a_yourname.nsf. It opens here like any other mail file.
The personal address book and the Domino Directory hold Person and Group documents, which show up under Contacts. Any other Notes application opens as documents with their fields.

No. This page contains the whole viewer. Your browser reads the file from your device in small pieces and builds the document list itself. There is no server involved and the page keeps working with the internet switched off. Remote pictures inside HTML mail are blocked until you click Show remote images.
Yes. The viewer reads the database structures on its own, so no Notes or Domino install, no Notes ID and no server connection are needed. The one exception is a database that was locally encrypted with a Notes ID, which no tool can read without that ID and its password.
Notes can lock a local mail file with the public key of one user ID. Every document is then stored as ciphertext and only that ID can open it. The viewer still shows the title, template, format and field names, and explains how to remove the encryption in Notes so the file can be read here.
Mail files from Notes R5 through HCL Notes 12 have been tested, which covers on-disk structure versions 41 to 53. Files made by Notes 4 open as well, since the format only grew over the years. If a file does not open, the message on screen names the part of the database it could not read.
Yes. Notes stores attachments as objects inside the database, either as they are or in its own compressed form, and the viewer reads both. Pictures preview in the Attachments tab and any file can be downloaded or zipped. Attachments that were moved out of the database by a Domino server (DAOS) are listed by name but their bytes live in separate .nlo files on the server.
Open this page in Safari, Chrome or any modern browser and choose the file. Everything happens on the device, so it works the same on macOS, iOS, Android, Linux and ChromeOS. Keep phone files to a few hundred megabytes.
Notes keeps folder membership in view indexes rather than in the messages themselves. The viewer groups documents by type, marks sent, deleted and encrypted items and lets you filter by form, sender, subject and date. Categories set on a document show as labels.
It is as safe as your own computer, because the file never leaves it. The viewer opens the file read only and never writes to it. The Fields tab shows every Notes item unchanged, including $UpdatedBy, $Revisions, PostedDate and the document UNID, so you can check them.
